On 27 March 2024, His Excellency SEA Kosal, Permanent Secretary of State of Ministry of Foreign Affairs and International Cooperation of the Kingdom of Cambodia led a delegation to the Embassy of the Russian Federation in Phnom Penh to pay tribute to the victims killed in the terrorist attack at Moscow Crocus City Hall on 22 March 2024.
