On 16 November 2023, Her Excellency Dr. SOEUNG Rathchavy, Acting Minister of Foreign Affairs and International Cooperation,  led a delegation to the Embassy of the Czech Republic in Phnom Penh to pay tribute to the late Karel Schwarzenberg, former Deputy Prime Minister and Minister of Foreign Affairs of the Czech Republic, who passed away on 11 November 2023.
