On 18 March 2025, His Excellency Sea Kosal, Secretary of State of the Ministry of Foreign Affairs and International Cooperation, received a courtesy call and exchanged views on the United Nations Convention on the Law of the Sea (UNCLOS) with His Excellency Horinouchi Hidehisa, Judge of the International Tribunal for the Law of the Sea (ITLOS).
