On 09 October 2023, His Excellency SOM Visal, Under Secretary of State, received a courtesy call by Mr. TANINAI Ichitomo, Chargé d'Affaires of the Embassy of Japan in Phnom Penh, at the Ministry. 
Both sides expressed their appreciation for the strong development of bilateral relations and cooperation in all fields over the past 70 years between the two countries, including the recent elevation of the bilateral relations to comprehensive strategic partnership in 2023. They also discussed the next task in following up and implementing decisions and agreements entrusted by the leaders of both countries.
