On the morning of 17 February 2025, at the National Institute of Diplomacy and International Relations (NIDIR), His Excellency Dr. Khy Sovanratana, Secretary of State of the Ministry of Foreign Affairs and International Cooperation, presided over the opening ceremony of “Chinese Language for 2025”  with participation from Mr. Chang Jian, Minister Counselor, Deputy Chief of Mission of the Chinese Embassy in the Kingdom of Cambodia; Dr. Niu Li, Director of the Confucius Institute (Chinese side); and Mr. Taing Mengchhong, Director of the Confucius Institute (Cambodian side)  of the Royal Academy of Cambodia. The courses are designed for officials of the Ministry of Foreign Affairs and International Cooperation, as well as officials from various ministries and institutions.
