On 11 October 2023, His Excellency MEAS Kim Heng, Secretary of State, Ministry of Foreign Affairs and International Cooperation, received a courtesy call and discussed work with Mr. CHANG Jian, Deputy Chief of Mission, Minister Counsellor of the Embassy of the People's Republic of China. 
Deputy Chief of Mission Chang extended congratulations to His Excellency Secretary of State on the occasion that His Excellency was appointed as a new Mekong SOM Leader for Cambodia and reaffirmed China's continued support for Cambodian projects in the framework of Mekong Lancang special fund in 2024.
In response, His Excellency Secretary of State praised the progress of the Mekong-Lancang Cooperation, which has been well underway. The Secretary of State also thanked the Chinese side for her continued support for Cambodia's 89 projects, focusing on various priority areas of Cambodia.
