On 20 October 2023, Her Excellency PHEN Savny, Under Secretary of State of the Ministry of Foreign Affairs and International Cooperation, received a courtesy call by Mr. Igor Karavaev, Minister-Counsellor of the Embassy of the Russian Federation to the Kingdom of Cambodia, at the Ministry. 

Her Excellency PHEN Savny welcomed Mr. Igor Karavaev, the new Minister-Counsellor of the Embassy of the Russian Federation in Phnom Penh.

During the meeting, both sides discussed the strengthening of historical relationship between the two countries and touched upon political landscape of Cambodia's post-general election 2023. The two personalities also discussed cooperation in trade, investment and tourism as well as the mutual support within the multilateral frameworks.
