On 19 December 2023, His Excellency SEA Kosal, Acting Minister of Foreign Affairs and International Cooperation, led a delegation to the Embassy of the State of Kuwait in Phnom Penh to pay tribute to the late His Highness Sheikh Nawaf Al-Ahmad Al-Jaber Al-Sabah, Amir of the State of Kuwait, who passed away on 16 December 2023.
