On 10 July 2025, His Excellency PRAK Sokhonn, Deputy Prime Minister, Minister of Foreign Affairs and International Cooperation, held a bilateral discussion with His Excellency Sergey Lavrov, Minister of Foreign Affairs of the Russian Federation, on the sidelines of the 58th ASEAN Foreign Ministers' Meeting and Related Meetings in Kuala Lumpur, Malaysia.

On this occasion, the two foreign ministers also signed on the Plan of Consultation between the Ministry of Foreign Affairs and International Cooperation of the Kingdom of Cambodia and the Ministry of Foreign Affaires of the Russian Federation for 2025-2027.
