On 15 August 2025, His Excellency Meas Kim Heng, Secretary of State of the Ministry of Foreign Affairs and International Cooperation presided over the 4th Consultation Meeting between the Royal Government of Cambodia and Foreign Non-Governmental Organizations (FNGOs) under the theme “Strengthening Effective and Productive Partnership with FNGOs for Sustainable Development in Cambodia”.  The Meeting was attended by 21 representatives from Cambodia’s line-ministries and 282 representatives of FNGOs (276 FNGOs).

The discussion focused on two main issues: (1) Aligning the priorities of FNGOs with the Pentagonal Strategy Phase I and National Policies;​ and (2) Addressing technical matters related to the validity of MOUs, taxation, visas, online registration and hotline system, among others.

During the meeting, Representatives from the Ministry of Planning and the Ministry of Economy and Finance delivered presentations on the importance of partnership between the Royal Government and FNGOs in advancing sustainable development in Cambodia.

Finally, His Excellency the Secretary of State urged all foreign NGOs to submit their annual progress report and financial report, and encouraged them to fulfill all requirements set by the MFAIC to speed up the MOU approval process.
